【摘要】 作为近现代产生的民族政治设想或设计,民族自治源于帝国统治与民族主义运动之间的矛盾,是双方相互妥协的产物,但并非是民族平等的体现。从本质上说,这种以族划界,各自为政的民族自治容易导致民族关系的疏远乃至民族分离主义的发展,不适合用以处理现代国家和公民社会条件下的民族关系。当代多民族国家民族政治生活的理性观念,应以保证国家主权统一建设和促进公民社会建设为前提,实行各民族团结共治而不是各民族分别自治;在中国,也应以此观念来认识和完善民族区域自治制度。
【英文摘要】 The nationality autonomy is a modern concept or design concerned with the politics of nationalities. It originated from a compromise between the imperial governance and nationalist movement and is not an embodiment of the idea about nationality equality.
