【摘要】 中国民族识别的现实依据,一是民族工作的需要,二是民族自觉的要求。民族识别在多民族国家具有普遍性,不是中国政府的别出心裁,但在具体做法上我国有自己的特色,并不是对苏联的模仿。我国的民族识别工作早已基本结束,但不能说已经彻底完成,因为还存在着一些有待解决的遗留问题和正在出现的问题。这些问题中的大多数都面临着必须解决的压力。中国民族识别的基本的理论依据是斯大林的民族定义,然而在实践中这一定义并没有成为教条,而是始终被灵活运用。2005年中央关于民族理论和政策基本观点"十二条"中对民族概念的阐述,是新阶段进行民族识别必须遵循的理论依据。然而,无论现实民族现象的变化还是理论研究的倾向,都要求我们在确定民族识别的标准上必须增加主观认同的权重;而"有利于民族团结和民族自身发展"、"特点和地域相近"则是民族认同调控和引导的原则,必须着意遵守。
