内容摘要： 当今时代，民族及其相互关系对社会的影响日渐突出，而“民族”概念则根源于今天国家的主要形态——民族国家。民族国家既是民族与国家的逻辑前提和理论预设，又对民族和国家现象形成实际的规约。时至今日，人类仍然处于民族国家时代。既然如此，离开民族国家来谈论民族及其与国家的关系，以及应对民族问题的方式等，都难免隔靴搔痒或者陷入无谓的论争。因此，在讨论民族现象、民族问题、民族与国家的关系及民族问题的政治解决之道时，不妨从民族国家的角度来进行理性的思考。客观地说，站在国家的立场上坚持“国家主义”的取向，才是多民族国家民族问题治理能够形成并有效实施的基本条件。这也许能够突破自缚之茧并找到解决问题的恰当途径。

Abstract: Nowadays, the social influence of ethnic groups and their interrelations have become more obvious while the concept of ＂ethnic groups＂ originated from the nation -state which is still a major form of today＇s state. ＂Nation -state＂ is the logical and theoretical precondi- tion of ethnic groups and state, and regulates their images. The present world is still in the age of nation - state. Without this understanding, any discussion on the relations between ethnic groups and state or the ways of handling ethnic problems will be meaningless. Thus, the dis- cussion on any problems concerning ethnic groups and state should start from the perspective of nation - state. Therefore, the adherence to ＂statism＂ is the effective approach to the solution of ethnic problems in a multiethnic state, which offers a broader vision of the world.
