内容摘要： 2012年以来，随着《2025年前俄罗斯联邦国家移民政策构想》的批准和颁布，俄罗斯移民政策进入了“积极治理”的新阶段，出现了一系列新特点。政府对于国际迁移的管理思路更加明确：为了俄罗斯的大国复兴和经济社会发展，俄罗斯需要引进适应国情的国外移民。俄政府应为其急需的劳动移民、学者、投资者、企业家降低迁移的行政障碍，推进移民适应和融合进程，同时也将大力打击非法移民。然而，由于安全意识在俄移民政策中的特殊地位，“积极治理”理念的推行和落实仍有待观察。

Abstract: Since 2012, with the approval and promulgation of The Russia Federation National Immigration Policy Ideas before 2025, the Russian immigration policy has entered a new stage, which the author labels as ＂ Positive Governance＂ featured with new characters compared with the past immigration policies. It reveals that the Russian government is more clear about its international migration management： for national revival and social economic developments, Russia needs foreign immigrants adapting to its national conditions. Apart from reducing administrative obstacles to facilitate those who are in urgent need to Moscow, such as immigrant labor, academics, investors, entrepreneurs, Russia will advance immigrants＇ adaptation and integration process and fight against illegal immigration vigorously too. However, due to the unique status of security consciousness in the Russian immigration policy, the implementation of ＂positive governance＂ still remains to be seen.
