内容摘要： 保护少数民族权利和维护国家安全利益是当今世界各国面临的重大理论和实践问题。本文通过对威斯特伐利亚体系建立以来相关国际（人权）公（条）约的文本、语义和背景分析，指出少数民族权利保护与国家安全之间存在着历史同源性和逻辑相关性；少数民族权利保护和国家安全之间不存在绝对的正相关或负相关的对应关系；实践中少数民族权利保护能否产生有利于国家安全的后果，取决于若干中介性变量。

Abstract: Protection of Minority Rights and National Security （PMRNS） are current major issues confronting academic societies and practitioners in every country in this world today. A textual, semantic, background analysis on the international covenants and agreements （ concerning human rights ） since Westphalia system is conducted in this paper in order to point out the homology and correlated logics concerning PMRNS; and there are no absolute positive or negative correlations between the two. Whether the be beneficial to national security or not, it is up to protection of minority＇ s human rights will a number of intermediate variables.
