内容摘要： 新疆双语教育的成败直接决定着新疆跨越式发展的成败。双语教育又好又快发展的内涵和要求应当由以下几个方面组成：其发展规律应符合一般教育的规律、应掌握好双语教育内部语种的平衡关系、其推进过程必须尊重语言学习的规律、其最终目标应落实到培养人才上。

Abstract: The success or failure of bilingual education can make or mar the leapfrog development in Xinjiang. The connotation and requirements of the better and faster development of bilingual education contain the following aspects： its development should coincide with the general law of education, making a good balance among the different languages inside of bilingual education, its promotion should accord with the law of learning languages, its ultimate goal should be Cultivating Talents.
